congress will come together to avoid a default. police working in baltimore city are getting paid. >> they're making a ton in overtime, even though they don't always have a choice in the matter. they spent an average of $23 million on overtime each year. joce sterman found the total is much higher with some officers getting tens of thousands in evertime. >> reporter: on any given sunday, you'll find them, a team in uniform on the field at m&t bank stadium. it is a plum assignment, not just because of the view, but the pay. for many baltimore police officers, these sunday shifts

are overtime. even that keith urban concert from a few weeks ago demand more city police at a cost and it adds up. >> there's always a cost. >> reporter: with police overtime the police said we're talking five times $5 million just for this last fiscal year. we found out the total was much higher. when we started questioning police evertime spending, we discovered the totals doesn't count. we questioned the spending after getting a copy of the salary database. it showed police officers took home more than $30 million in ot in twirn -- 2013. the starting salary is $43,000. some made even more.

pulling in $60,000, $80,000, even $100,000 ot. the department's highest paid employee made $110,000 in evertime in 2013. add in her $67 base salary and she made more than the mayor, her boss commissioner anthony batts. >> to nut that much overtime, you don't have a life. >> reporter: abc2 investigators did the math and found that for an officer to make that much, she to work more than 2,000 per year and that's on top of 40

hours on -- 40 hours on top of her regular shift. >> we do have evertime available. >> staff shortages, the police department said leave them searching for a trel officers on a regular basis. transcriptions and other things add to the tab. simply putting cops in cars to fill each shift account for 65% of their evertime spending. >> we know we need the pel on the streets but we need it manage this better. >> reporter: it's in the just a matter of spending but safety. >> we're making life and death decisions and they have to be sharp. >> reporter: that's difficult considering the work load. they determined they'd have to work an average of 33 hours of ot a week it make their current

wage. that's at left a 70-hour workweek. >> you don't want someone out there tired, having to do the job they have to do to protect and serve. >> reporter: the department has made changes with commissioner anthony batts issuing a new policy aimed at safety in june. it limits work to 75 hours per week, 16 hours per day. >> some pel are working ex-- people are working extraordinary hours. however, what we have to do better is using our policies to ensure that officers are safe on the street. >> reporter: they work eight hours and beyond. >> not just the yes time. this is one little piece of a bigger problem and a bigger puzzle that the city for years

she's loving and with make a great family pet. the cost to restore her and others, is part of why you need people to come out to dog fest. >> a lot of times they need medical care, sometime has large amount. we will get them the care they need. it can be thousands and thousands of dollars to take care of them. ed every animal gets fully vaccinated, spayed and neutered and a mi cree chip. >> reporter: this is a chance for people to not only help out but have fun with their own dog and moat some of the well trained animals up for adoption. because of the state's law, a lot of the breeds are pitbulls or pitbull mixes. they are hard to adopt out. what is cuter than a pitbull in

five children were hurt during a bus crash. it happened on luther -- in lutherville. the kids had climbed out by the time emergency crews got there. >> the fire marshal inspected 20 days after emergency exits were found padlocked. doors were locked at two other schools. city school leaders have not discussed any violations. four days into the government shutdown, and looks like little movement.

others say this isn't a movie they want to see. how about tropical storm karen bearing down. in florida organizers canceled the seafood festival. the chairman said canceling is the safest thing to do. the national hurricane center issued a hurricane watch. karen is the first named storm of the system and expect it to make landfall in the u.s. karen is looking pretty impressive on the satellite view. some wind shear. warm temperatures working for karen. at this point in time she may remain a tropical storm but we'll have to see if it ramps up to a cat one hurricane and it
